what an insurance recruitment agency does
An insurance recruitment agency finds and vets the professionals an insurer, a mutual or a broker needs: underwriters, policy and claims handlers, actuaries, business developers, IT teams. The sector never stops hiring. According to the French insurance jobs observatory (OEMA), it employed more than 161,000 people at the end of 2024 and made around 20,000 hires that year. insurance recruitment: underwriting, claims, actuarial
The underwriter assesses risks and sets cover and pricing. The claims handler settles files and looks after the policyholder when they need it most. The actuary models risks, calculates reserves and underpins pricing. Three technical jobs that cannot be learned in a few months.
Each line of business has its specialists: property, liability, construction, protection, health, savings. A property underwriter cannot be swapped for a protection underwriter. The headhunter checks the line actually practised, the size of the risks handled and the level of authority.

Solvency II and IDD: what an insurance recruitment agency must check
Under Solvency II, an insurer must have four key functions: risk management, compliance, internal audit and the actuarial function. The appointment of their heads is notified to the ACPR, the French insurance supervisor, which reviews their fitness and propriety. The headhunter checks this track record before presenting anyone: a supervisor's objection costs months.
On the distribution side, the Insurance Distribution Directive requires at least fifteen hours of continuing training a year for anyone selling policies (article R512-13-1 of the French Insurance Code). A business developer or adviser must be able to show their professional qualification: the headhunter checks it from the first call.

The jobs look alike, but networks and employment terms differ. An insurance company applies the insurance companies' collective agreement, a mutual the mutual sector's agreement, a brokerage the insurance brokers' agreement. Variable pay, benefits, working hours: these gaps can sink an offer.
